The Homeless Services Center is a non-profit corporation dedicated to the coordinated provision of services for homeless individuals. The nonprofit organization has a Board of Directors to which the Executive Director is responsible. The Executive Director is responsible for proper maintenance of accounting and recordkeeping for the corporation. The Executive Director is charged with the responsibility for development and implementation of the mission, planning, administration, operation, an administrative oversight of all aspects of the work and organization of the corporation and their programs to ensure their smooth and efficient operation.
The Executive Director serves the Board of Directors as the person responsible in the following areas: Defining and implementing the mission of the Homeless Services Center. Long-range planning in light of the mission and resources. Establishment of policies regarding personnel and finances. Establishment of annual goals, priorities, and budget. Implementing policies of the Board, attending Board meetings and presenting a monthly report of budget and programs status. Assisting the Board in coordinating the work of the subcommittees. Providing orientation and information for new members elected to the Board. Serving as public relations officer with the local community. Maintaining communication with local government agencies, law enforcement, and neighbors. Staffing of fundraising efforts. Working with the Board to develop and implement a multifaceted fundraising plan. Research, preparation, and compliance with all grant applications and reports. Developing and maintaining positive working relationships with funders. Promoting networking and cooperative services with other agencies and groups serving the Homeless Services Center clientele. Ensuring that all legal obligations of the Homeless Services Center and the corporation are met. Assuring effectiveness of services and programs through general supervision, staffing and evaluation. Directing all aspects of agency staffing, including supervision, evaluation and personnel actions; developing and maintaining good staff morale; developing staff skills and career potential and cultivating a cooperative work environment. Assuring quality fiscal and office management. Directing and supervising contractors, budgeting, accounting, payroll functions, purchasing, inventory management, and maintenance/repair of property.

Administrative management principles, practices and techniques required to effectively manage a community-based non-profit human services agency offering varied human services. Program development and implementation; grant application and monitoring, budget development and fiscal reporting procedures. Marketing, strategic planning, fundraising, communications materials, and public relations. The principles and methods of supervision, evaluation and staff development. The government and community resources which impact upon the homeless population served. Skill in:
Managing, through subordinate supervision, multi-funded, multi-service, community-based programs. Directing fiscal, personnel, contract administration, purchasing, and other general administrative matters. Providing for the selection, assignment, training, and evaluation of agency staff. Interpreting and applying government and agency rules and regulations. Setting broad short-term and long-term goals and objectives and in determining the organizational structure and staffing requirements to meet them. Effectively marketing new and existing programs and services to ensure maximum utilization and continued growth. Directing the preparation of and preparing various written materials, including grant applications, contracts, proposals, reports, press releases and correspondence. Providing effective leadership in advocacy efforts on behalf of the homeless individuals and families. Maintaining effective communication with all levels of agency staff. Representing the agency tactfully and effectively in contacts with federal, state and local government organizations, current and potential funding sources, other human services organizations, community groups, and the public, including people from different racial, ethnic and cultural groups and from different backgrounds and lifestyles. Other requirements:
Must have access to an insured vehicle for use on the job. A four-year degree in a related field from an accredited college or university preferred but not required. Must have at least 4 years of experience that demonstrates the ability to successfully administrate and manage a multi-faceted human services organization. Must pass background check.
