The Clinical Program Manager is a management position that reports to the Executive Director, and is responsible for directing mental health and related services of the Transcultural Wellness Center (TWC) and for providing administrative oversight of personnel, contracted services, training and supervision and operations. Working closely with the Executive Director, the Clinical Program Manager monitors and provides input to fiscal affairs. The Clinical Program Manager is also responsible for providing oversight for the Area 4 Agency on Aging, Early Diagnosis And Preventive Treatment of Psychotic Illness, Fee for Service and other related programs. ESSENTIAL DUTIES •Reports directly to the Executive Director and works closely with the Administrative Manager to ensure Agency, programmatic, fiscal and administrative goals are met. •Works closely with the Executive Director, Quality Assurance Manager and Medical Director to ensure the highest quality programs and services are provided in compliance with contracts and all other applicable requirements. •Plans, directs and monitors client services, including outreach and wellness/recovery programs, intake and assessment, service and discharge planning, assignment of clients to provider staff and service teams, resource development and service coordination, provision of mental health services, and after-hours coverage/crisis intervention services. •Participates in the diagnosis, service and discharge planning, and treatment of complex cases. •Reviews and evaluates diagnoses, service and discharge plans, service utilization, treatment progress and outcomes, and provider performance to ensure the quality of clinical services. •Develops and reviews policies and procedures to ensure accuracy of documentation, billing, delivery of quality care, achievement of program outcomes, and compliance with all contracts and applicable regulatory requirements and standards pertaining to the delivery of mental health care. •Provides bi-weekly supervision to TWC Clinical Supervisors and Senior Mental Health Counselor. •Ensures productivity goals are met as established by the agency. •Provides clinical support and consultation to provider staff and supervisors. •Regularly plans, coordinates, attends and participates in staff and service team meetings. •Participates in TWC management team meetings and engages in active problem solving; •Participates in county provider and community meetings as a representative of the agency •Participates in County Utilization Review. •Plans, provides, oversees and facilitates staff training. •Plans, directs and monitors student training and supervision. •Monitors TWC census and manages service requests and referrals. •Investigates and resolves complaints by clients, professional providers and the public. •Functions as the liaison to the Sacramento County Division of Mental Health and to the community. •Coordinates and facilitates TWC Advisory Committee meetings. •Completes County required reports. •Oversees Area 4 Agency on Aging program and provides supervision to the Area 4 staff. •Coordinates services with UC Davis for the EDAPT program. •Manages the Fee for Services program. •Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIES •Extensive knowledge of the mental health needs and barriers to care among Sacramento County Asian and Pacific Islanders (API) communities. •Extensive knowledge of and experience using the principles and techniques employed in community-based outreach for API communities. •Extensive knowledge of and experience using the principles and methods of culturally competent assessment, diagnosis and treatment for API children, transition-age youth, adults, older adults and families. •Knowledge and experience working with individuals with post-traumatic stress and refugee populations. •Knowledge and experience working with individuals who are gay, lesbian, bisexual, transgender or questioning. •Knowledge and awareness of the principles and methods of psycho-social rehabilitation that support wellness and recovery among API children, transition-age youth, adults, older adults and families. •Thorough knowledge of the methods and procedures used in the mental health field for documentation and confidentiality. •Thorough knowledge of the principles and methods for administration including fiscal management of mental health programs. •Thorough knowledge of the methods and procedures used in personnel and organizational management. •Ability to evaluate the effectiveness of programs and services. •Ability to plan and direct training and supervision for social work and marriage and family therapy interns, medical students and psychiatry residents. •Ability to work in an environment that is client-oriented, strength-based and values diversity. •Ability to develop and maintain effective working relationships with professional and paraprofessional staff from diverse backgrounds, community partners and the general public. •Competent in the cultures and traditions of one or more of the API ethnic groups served by TWC. MINIMUM QUALIFICATIONS •Master’s degree in Social Work or Marriage and Family Therapy, or doctorate in Psychology. •Licensed to practice as a mental health professional in the State of California by the Board of Behavioral Sciences. •National Provider Identifier (NPI). •In compliance with the California State Board of Behavioral Sciences requirements for supervision of licensed mental health professionals, interns, and trainees. •Three years of post-licensure experience providing direct mental health services to children, adults, older adults and families from diverse language and cultural backgrounds with severe and persistent mental Illness. •Three years of experience supervising direct service staff. •Valid California Driver’s License and automobile liability insurance. •Basic computer skills. PREFERRED QUALIFICATIONS •Two years management and administrative experience in a community-based, clinic setting. •Professional liability coverage. •Bilingual/bi-cultural in one or more of the API groups served by the program.
