The Global HIV Vaccine Enterprise (Enterprise) works to accelerate the development of an effective and usable preventive HIV vaccine to help end the AIDS epidemic. It is a unique collaboration of the world’s leading HIV vaccine research, funding, policymaking, advocacy and stakeholder organizations committed to advancing HIV vaccine research and development through coordination, collaboration, knowledge sharing and ensuring adequate resources are available and used effectively.
A talented and committed Secretariat supports the Enterprise. It manages, conceptualizes and facilitates Enterprise-endorsed programs that will have positive impact the overall HIV vaccine effort. We are a small non-profit (about $4m, staff of six-eight) that develops and implements programs for Enterprise partners, with ongoing support from The Bill and Melinda Gates Foundation, the US National Institutes of Health and the Government of Canada.
The Senior Accountant and Operations Officer, a new position, will be a core member of the Secretariat’s Senior Management team, participating in planning and execution of all Secretariat programs and activities, and reporting directly and working closely with the Director. He/she will be responsible for management and execution of all Enterprise financial, operational and administrative functions, and for ensuring that programs are fully supported and managed efficiently and effectively.
Duties and Responsibilities
Financial activities for the Secretariat:
o Refine and implement financial procedures and policies in accordance with Generally Accepted Accounting Principles (GAAP).
o Provide internal controls, processes and procedures for the Secretariat.
o Responsible for monthly, quarterly and year end closings, and donor reporting.
o Bring the majority of outsourced finance and accounting functions in house.
o Direct activities for annual audit, Form 990, and all donor audits including A-133.
o Maintain or establish excellent business relationships with partners and service providers.
o With guidance from the Director, be able to interface directly with board and donors on all business, operational and program support matters.
o Prepare the annual budget for approval by senior management and board, to include financial plans, cash flow projections, and other financial reports as required.
o Ensure that all AR/AP, invoicing, vouchering and other financial transactions and tracking are on/close to budget.
Grants and Contract Management:
o Contribute to grant applications and manage contracts and grants to the Secretariat.
o Keep track of donor requirements and ensure Secretariat understanding and compliance.
o Manage the financial records, grants and contracts, including maintenance of documentation on all matters related to grants, ensuing integrity, accuracy and control of data.
Operations and Administration:
o Oversee HR, Operational and Administrative functions for the Secretariat.
o Administration of all benefits and payroll for staff.
o Manage outside vendors and consultants.
o Evaluate and negotiate new relationships with service providers including insurance, technology, facilities, outside consultants, and others.
o Introduce monitoring & evaluation metrics and/or other measures of efficiency.
Education and Experience:
o Advanced degree in Accounting or Finance, CPA or MBA required; CPA viewed favorably.
o Experience as Director of Finance, Controller, or Chief Financial Manager/ Officer of other non-profit(s), or equivalent responsibilities.
o Experience working with government agencies and/or scientific/academic organizations desirable.
o Enthusiasm for working at multiple levels as a hands-on finance/operations professional who oversees and has full responsibility for day-to-day finance, accounting and operations functions.
o Experience managing business aspects for similar non-profits.
o Advanced knowledge and high proficiency with QuickBooks, Excel, and MS Office products.
o Self-starter, highly motivated personality.
o Ability to work independently and as an integral part of a strong team.
o Excellent communication skills; capable of representing the Enterprise to external parties at multiple levels.
o Familiarity with global health or AIDS issues, and interest in the mission of the Global HIV Vaccine Enterprise not necessary, but would be a plus.
Salary Range: $85,000 to $105,000 based on experience.
