Senior Compliance Specialist

SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU), the nation's fastest growing labor organization representing more than 2 million workers, is seeking a Senior Compliance Specialist for its Washington, DC headquarters.
This role is responsible for ensuring completion of regulatory reporting, including Department of Labor LM-2 reporting, IRS Form 990 preparation, state tax and corporate compliance, managing the union’s insurance portfolio, and managing the annual audit with an external CPA firm. This role will be active in developing and implementing policies that support the Union’s goals by providing a highly effective financial operation. As a key finance role within the organization, this position will be required to operate with a high level of discretion, judgment and integrity.
Duties include but are not limited to the following:
Directly support the Finance Department’s senior managers in ensuring the financial integrity of the Union and informing process, procedure and policy decisions.
Tracking of all SEIU regulatory requirements, in all of the jurisdictions in which it operates, including but not limited to: Department of Labor, IRS Form 990, 1099s, personal property tax returns, use tax returns and Beck-Hudson reporting.
Work directly with SEIU’s tax counsel and CPA firm on meeting all of SEIU’s regulatory requirements.
Monitors regulatory environment and responds appropriately to additional regulatory reporting requirements that become applicable to SEIU.
Advises management on tax issues, including but not limited to, payroll taxes and 1099 issues.
Responsible for quarterly production of draft Department of Labor LM-2 reports, including continuous review, corrections and maintenance of LM-2 data integrity.
Responsible for all aspects of production of the annual Department of Labor LM-2 reporting.
Produces monthly Use Tax filings in the District of Columbia, as well as in any other jurisdictions that may be applicable for SEIU.
Produces SEIU’s personal property tax returns in all jurisdictions in which it operates.
Manages SEIU’s insurance portfolio and maintains appropriate levels of coverage for the institution.
Education and Experience:
Master’s degree in accounting, business or finance, Certified Public Accountant (CPA) and two (2) years’ experience in tax and/or regulatory compliance. SEIU will consider experience in lieu of formal education.
Or, a combination of education and experience that would provide for the following knowledge, skills and abilities:
Knowledge of US generally accepted accounting principles (GAAP)
Knowledge of US and District of Columbia laws and regulations regarding financial controls
Knowledge of US tax code and IRS rules
Knowledge of LMRDA and Department of Labor rules for Union reporting
Ability to manage multiple people and projects
Ability to effectively use an enterprise resource planning (ERP) program to manage an accounting program
Ability to communicate clearly and effectively with SEIU managers and administrative staff in both written and oral presentation
Ability to multi-task, establish priorities and effectively organize work in a changing environment
Ability to maintain flexible attitude and approach toward assignments and actively engage others in building teams
Ability to apply business intelligence concepts to a large, multi-faceted organization
Knowledge of complex financial metrics, accounting principles and processes
Ability to develop tailored key performance indicators (KPIs)
Ability to structure and analyze complex financial reports
Ability to calculate standard financial ratios (current, liquidity, turnover, etc.)
Ability to utilize sensitivity analysis and provide scenario analysis to support decision-making
Ability to think critically and analytically in linking financial data to qualitative information
Ability to communicate sensitive information to principals
Proficiency in Microsoft Office software – Excel, Word, SharePoint
Certified Public Accountant (CPA) preferred.
Work is generally performed in an office setting. Long and extended hours and travel may be required (up to 10%).
