Planned Parenthood Shasta Pacific (PPSP) is seeking an experienced financial manager for its newly created position of Controller. Under the overall direction of the Senior VP of Finance and Administration, the Controller manages the accounting, financial reporting, billing, and risk management functions of the organization. In conjunction with the SVP, oversees treasury functions and establishes resource requirements, budgets, schedules and performance standards for the finance, accounting, billing and payroll functions. Provides support to SVP and other senior colleagues for PPSP annual budget, forecast and management reporting processes, as needed. Undertakes special projects and analyses, as directed by SVP.

The position will be based out of our Concord Administrative office.

1. Directs the activities of the corporate accounting function to ensure accurate, recording, posting, processing, reconciling, analyzing, valuation and reporting of all financial transactions and information.
2. Oversees the financial reporting function to ensure accurate and timely dissemination of financial management reports including internal and external monthly financial statements, annual audits, and reports of actual results compared to budget and/or forecast. Provides senior leadership with timely updates on organizational and program financial status and progress toward financial goals.
3. Operates within the context of state and federal regulatory requirements, e.g. GAAP, FASB.
4. Establishes and maintains accounting systems and controls and the integrity of all financial and accounting systems, processes and data.
5. Manages day to day financial operations, month-end close and other periodic financial activities; reviews and approves payroll and general ledger transactions.
6. Oversees billing and accounts receivable function to ensure the accurate and timely management of all components including billing, cash receipts application, accounts receivable aging, and accounting for accounts receivable.
7. Oversees financial disbursement activities to ensure the accurate and timely processing of accounts payable, purchase orders, petty cash, employee expense reports, cash control, payroll processing and total corporate payroll tax compliance.
8. Manages cash flow to maximize revenue, realizes all available payment discounts, oversees recording and monitoring of cash receipts, reconciliation of bank statements, and cash transfers, and maintenance of prudent cash reserves
9. Assures compliance with Federal and State tax reporting requirements including the accurate and timely completion of all required income tax returns, Form 990 and other regulatory reporting.
10. Advises management about insurance coverage for protection against property losses and potential liabilities.
11. Serves as primary interface with auditors. Supervises year-end audit process to include establishing schedules, collecting, analyzing and consolidating financial data and ensuring preparation of all required financial statements and work papers for external audit and Form 990.
12. Manages accounting/finance/billing department vendor relationships as assigned.
13. Works closely with Human Resources department while managing the efficient, effective operation of payroll processing and reporting.
14. Coordinates with grant management staff to develop budget and tracking systems for major Federal, State, and Local grants.
15. Oversees all accounting and billing functions. Establishes performance plans for, supervises and evaluates the accounting and billing staff.

• Bachelor’s degree or equivalent in finance or finance related field. MBA or relevant experience helpful; CPA preferred.
• 10+ years of experience in accounting/finance/auditing, the majority in organizations of at least $25 million/year in annual revenues. Nonprofit experience a plus.
• Experience supervising or managing the revenue cycle (i.e. “billing”) for health care services regarding reimbursement by insurance companies and/or Federal, State or local agencies preferred.
• Must have expert knowledge of/skills in the content areas of:
- Designing financial systems and controls
- Accounting processes
- Financial analysis and reporting
- Audit and tax requirements for nonprofits
- Project management

• Strong Excel, database, and other productivity improvement tool skills.
• Knowledge of automated budgeting and accounting systems (such as the Microsoft Dynamics suite of accounting systems), and other automated applications in a PC environment.
• Familiarity with electronic health and practice management systems (such as NextGen) helpful.
• Strong analytic and problem-solving skills.
• Superior communication, interpersonal and negotiation skills.
• “Hands on” manager with proven experience in building teams and developing staff.
• Demonstrated ability to manage change.
• Must be a strong team player and able to work collaboratively.
• Commitment to quality health care for men and women.
