POSITION SUMMARY:
Under the supervision of ARCC’s Director of Operations the Early Childhood Services Program Manager will provide oversight, support, and supervision to staff assigned to the Department of Mental Health Home Visitation and Therapeutic Services team. The Program Manager is responsible for co-leading the day-to-day operations of the FIRST 5 program; which is focused on providing education and supportive services to a culturally and linguistically diverse client base of families with children 0-5 in various settings including home visitation, therapeutic services, school sites, and the ARCC clinic.

Duties:
• Maintain high level of quality in programmatic systems, procedures, and practices;
• Maintain high standards of clinical, legal, and ethical practice within the department’s service;
• Following the Department of Mental Health’s and ARCC’s policies and procedures provide support, supervision, guidance and development to program staff assigned to the project;
• Work closely with staff in developing core competencies in Medi-Cal protocols, documentation, and guidelines;
• Ensure implementation, tracking, and reporting of all goals for department’s grants. Submit grant required documents to adjust when necessary;
• Collect, maintain, and cumulate all required data for all reporting purposes; reports are completed and submitted by deadlines;
• Ensure the program is consistent with ARCC Mission and Vision;
• Develop, evaluate, and implement effective program procedures using Best Practices;
• Work in the community to develop positive relationships with collaborations, committees, councils, consortiums, law enforcement, and schools sites, and other collaborators that broaden the reach of ARCC and the Home Visitation program;
• Interview, hire, train, manage, and terminate as necessary all staff needed for the program;
• Ability to successfully manage multiple levels of staff;
• Maintain positive morale in the department;
• Participate in all required meetings on monthly, weekly, or daily basis;
• Professional level of communication both verbally and in writing at all times;
• Respond within 24 hours to all requests in like form of communication;
• Report pertinent information to the Director of Operations in a timely manner, and provide updates regularly about program operation;
• Keep abreast of new research and developments in the field and is aware of like programs in the community;
• Supervise program staff and facilitate weekly staff meetings;
• Monitor staffing, attendance, sign time cards, travel vouchers and other time-sensitive documents;
• Approve and monitor all program related expenditures;
• Participate in the agency Management Team meetings;
• Perform other duties as assigned by supervisor;
Minimum Qualifications:
• MA or MS degree in Social Work or Psychology, California licensed (LMFT or LCSW);
• Minimum two years of clinical management experience supervising line staff;
• Minimum two years working with children and families, preferably in a community-based setting;
• Experience working and leading crisis intervention efforts;
• Ability to establish priorities, lead a team to successfully meeting service delivery and client outcomes;
• Minimum two years of experience working in Medi-Cal driven environment;
• Proficient in Medi-Cal documentation;
• Proven track record of extreme attention to detail, punctuality in reviewing, commenting, correcting, and approving client, contract, and payroll documentation;
• Knowledge and understanding of diagnosis, terminology, and record charting standards;
• Excellent communication interpersonal and writing skills;
• Experience working with low-income and ethnic minority populations, and high-risk families strongly desired;
• Experience working with a wide variety of clients ages 0-5 and their families;
• Experience and working knowledge of evidence-based practices;
• A valid CA driver’s license, and automobile for agency travel;
• DOJ Fingerprinting and TB test required.
