Position Summary:
The Project Manager position manages, through direction and coordination, all daily project related activities necessary to develop PATH Ventures’ affordable housing pipeline. The Project Manger will manage the daily objectives, set priorities, and follow through the project action plan set forth in consultation with the Director of Housing Development. The position manages every aspect of each of the assigned projects including contract negotiation, obtaining project financing, budgeting, managing consultants, pulling building permits, and manages schedules. The Project Manager is the liaison between PATH Ventures and the various individuals and groups involved in each of the projects including lenders and investors, community groups, city and state representatives, general contractors, property management, and social services providers. The Project Manager ensures all the project objectives and goals are met. The Project Manager will be prepared to discuss project status and attend project management meetings with the Director of Housing Development. The Project Manager is a key position within the organization. This position is highly visible within and outside PATH Ventures.
Responsibilities:
PROJECT MANAGER FUNCTIONS:
Project Activities
• Provides Director of Housing periodic reports on projects status and key project issues and findings
• Leads the project team participants to maintain a suitable and well-communicated schedule for all phases of a project
• Oversees loan closings interfacing in conjunction with attorneys, lenders, investors, and escrow and title companies
• Coordinates selection and manage performance of architects, consultants, attorneys, and other project specialists and team members
• Manages all key project deliverables to ensure every and all assignments are submitted on-time and within budget
• Assists in managing the implementation and achievement of project objectives including project planning, financial feasibility review, identification of resources and budgetary activities
• Maintains professional relationships with development partners and funders to achieve goals and objectives
• Manages project schedules and maintains the process for project team adherence and accountability to timelines
• Assists in negotiating agreements and consultant contracts
• Leads third party groups and consultants including architects, attorneys, general contractors, relocation experts, environmental experts, real estate brokers
Acquisitions
• Assists in negotiating acquisition price
• Assists with purchase and sale and option agreements, grant deeds, and other legal documents including DDAs, OPAs involved in obtaining site control
• Coordinate property closings, overseeing signing of documents in coordination with escrow and title companies
• Reviews all due diligence documentation including soils reports, Phase 1 reports, lead & asbestos reports, rent rolls, etcetera
Finance Activities
• Assist in identifying and securing public and private financings
• Submits funding application to public lenders including California Tax Credit Allocation Committee, State of California Housing and Community Development, California Housing Finance Agency, Federal Home Loan Bank of San Francisco Affordable Housing Program, Los Angeles Housing Department, County of Los Angeles Community Development Corporation, and similar sources as necessary
• Assists in developing proformas and detailed budgets and manages projects expenses
• Monitors, coordinates and submits invoices and draw requests with Director of Housing Department and Director of Finance
Community Outreach
• Schedule and manage outreach meetings with appropriate interest groups
• Prepare community outreach materials including project summary and presentations to present at local neighborhood council groups and to elected officials
• Attends community outreach meetings to present scope of the project
• Interfaces as necessary with staff from local government and elected officials in order to obtain support for project

• Ability to write reports and manuals using distinctive style
• Ability to make effective and persuasive presentations related to affordable housing development
• Ability to motivate and negotiate effectively with employees and project team members
• Good judgment and reasoning ability, enabling problem solving with a variety of options in varying situations
• Ability to take initiative and make decisions with in-depth understanding and interpretation of procedures, company policies
Experience:
• Bachelor's degree (BA/BS), preferably in Urban Planning, Public Policy, Business, Architecture or related field
• 2–5 years experience in project management either in a for-profit or non-profit context or a private or public institution; Experience in related fields (i.e., consultant, owner, owner representative, contract/architect, contractor, engineer) will be considered
• Experience in related expected with a demonstrated ability to work in the project management capacity
